Azerbaijan's Debt Burden Revealed: Total State Debt to Reach 27.6 Billion Manats by Year-End

August 18, Fineko/abc.az. In the first half of this year, Azerbaijan maintained the ceiling on state debt service costs (not exceeding 10% of state budget expenditures) set out in the Medium and Long-Term State Debt Management Strategy.

This is stated in the Ministry of Finance's report titled "Report on the Semi-Annual Execution of the 2026 State and Consolidated Budgets and End-of-Year Expectations."

According to the report, the ratio of state debt service costs to state budget expenditures stood at 5.6%. As of January 1 of next year, total state debt is projected to reach 27.6041 billion manats, comprising:

  • External state debt: 4.833 billion USD

  • Domestic state debt: 19.3871 billion manats

It is expected that 59.5% of the external debt will be repaid to creditors within 5 years, 34.9% within 5–10 years, and 5.6% over a period exceeding 10 years. New external debt obligations are planned to be secured at benchmark rates plus a margin of 0.5–1.5%. Government bonds issued in the domestic market are projected to account for 55.3% of the domestic debt.
