According to ABC.AZ, tracking the legislative session in Strasbourg, the framework—which eliminates tariffs on US industrial goods and grants preferential market access for a vast array of US seafood and agricultural products—passed with 440 votes in favor.

  • The Trump Tariff Threat: Negotiations originally concluded in July 2025 at US President Donald Trump’s Turnberry golf resort in Scotland. While EU nations agreed to drop tariffs on US imports, the US maintained a 15% tariff on EU commodities. Europe’s prolonged ratification delays triggered strong friction from Washington; on May 1, Trump hiked tariffs on EU cars and trucks to 25%, giving the bloc a hard deadline until July 4 to execute the deal or face stiffer penalties.

  • EU Safeguard Provisions: Though Trump’s ultimatum forced a rapid legislative track among EU member states, EP representatives demanded the integration of concrete retaliatory mechanisms. The finalized legal framework, valid until the end of 2029, includes a series of robust safeguard clauses empowering the EU to immediately suspend its market concessions should the United States violate contract terms.
