Protocol on electronic certification system of origin approved between Azerbaijan and Russia

December 8, Fineko/abc.az. Starting in 2026, Azerbaijan plans to accept all applications for certificates of origin through a special electronic submodule.

ABC.AZ reports that Elmeddin Guliyev, the head of the certification department of the State Agency for Antimonopoly Control, made this statement at the Customs–Business 2025 forum in Baku.

According to Guliyev, the Agency has issued 87,600 certificates of origin in 11 months: "76.9% of those certificates - that is, 63,349 - are certificates of origin of CT-1 form. Our main trading partners in the non-oil sector are the CIS countries, and exporters are interested in obtaining this certificate."

He noted that periodic requests from importing countries for the authenticity of certificates lead to loss of time and additional costs for exporters.

Guliyev said that a protocol on an electronic certificate of origin system has been approved between Azerbaijan and Russia. The technical work has been completed, and starting next year, data on all CT-1 certificates will be automatically sent to the Federal Customs Service of Russia.

A similar protocol has also been agreed with Belarus, and the document is ready for signing. Electronic integration with Turkey and Ukraine is planned for the next stage.
