September 25, Fineko/abc.az. The Azerbaijan Banks Association (ABA) has issued a statement regarding a risk-based approach applied to the number of payment cards and electronic money accounts.

According to the statement, banks will generally issue only one payment card per product type per customer, excluding salary, pension, social benefit, business, and deposit-linked cards. However, if a customer provides a reasonable explanation for the card's intended use and demonstrates legitimate operation, banks retain full discretion to issue additional cards. The ABA emphasized that this policy is not intended to restrict user needs, but rather to manage financial risks and build a secure, sustainable payment ecosystem.
