Given the lag in the actual cost of imports in Azerbaijan from the forecast figures in 2025, as well as a decrease in imports subject to VAT compared to 2024, budget revenues to be secured through the State Customs Committee are executed with deficit compared to the forecast.
ABC.AZ informs that this is stated in Accounts Chamber’s conclusion on the Bill on Execution of State Budget 2025.
According to the document, the State Budget received 6.369 billion manats from the Committee last year. The indicator is 230.1 million manats or 3.5% less than the approved forecast and 278.8 million manats or 4.2% less than a year earlier.
The actual value of imports, excluding non-monetary gold, amounted to $306.2 million for 2025, or 1.7% less than the forecast figure of $18.115 billion. The ratio of customs duties to imports in 2025 decreased by 0.9 and 1.3 p.p., respectively, to 20.7% compared to 2023 and 2024.
The drop in the value of imports subject to VAT by $333.5 million, or 2.5% to $12.782 billion in 2025 compared with 2024 was one of the factors that influenced the decline in the ratio of income from the Customs Committee to the amount of imports.
