List of organizations that have given the largest loans to Azerbaijan

May 30, Fineko/abc.az. According to the data for 2025, the largest foreign creditor of Azerbaijan is the Asian Development Bank (ADB).

According to ABC.AZ’s research, 35.1% of our country's external public debt belongs to the ABD.

After that, 27% belong to eurobonds placed on international markets, and 15.8% belong to the World Bank.

As a whole, 63.3% of Azerbaijan's external public debt is owed to multilateral financial institutions, 27% to Eurobonds and 9.7% to loans received from bilateral financial institutions.

This structure shows that Azerbaijan mainly borrows from international financial institutions, and a significant part of those debts belong to such organizations as the ADB and the WB.
