September 10, Fineko/abc.az. President of Azerbaijan Ilham Aliyev has signed a new decree on the use of extra-budgetary finances from target budget funds and organizations financed from the budget established as part of the State Budget.

Under the decree, the social protection of part of the extra-budgetary funds of other state institutions, with the exception of the Ministry of Internal Affairs, the State Customs Committee and the State Tax Service under the Ministry of Economy, can only be used for the social protection of employees who do not hold administrative and support positions in accordance with the Law on Public Service.

According to the document, additional payments to the official salary of employees at the expense of extra-budgetary funds may not exceed the monthly official salary for each employee by more than 1.0 times during a calendar month. The upper limit of bonuses and other payments is set at 20 percent of the annual salary fund during a calendar year.

These rules are effective from September 1, 2026.
