August 19, Fineko/abc.az. Minister of Energy Parviz Shahbazov has signed a decree approving the "Rules for Technical Operation of Thermal Installations."
Drafted in accordance with the Law "On Heat Supply," the rules establish standard operational requirements for heat supply facilities.
Key Highlights:
Scope: Applies to thermal installations with absolute steam pressure up to 4 MPa and water temperature up to 200°C, pumping stations, and steam/water heat systems. Individual heating systems, TPPs, maritime vessels, and vehicles are excluded.
Safety and Insulation: Electrical equipment must meet technical power safety standards, while hot surfaces and pipes must feature thermal insulation per AzDTN 2.12-6 standards. Pipeline color-coding and labeling must comply with GOST 12.4.026-2015.
Personnel & Liability: Operations must be carried out by certified personnel or specialized contractors. Responsibility boundaries between suppliers and consumers are defined by balance-sheet ownership limits or contracts.
Oversight: The Energy Regulatory Agency (AERA) will oversee compliance with these rules and monitor efficient energy usage.
