June 23, Fineko/abc.az. The Cabinet of Ministers approved the "Rule for one-stop shop principle in conjunction with the Agency for State Support of Non-Governmental Organizations in financing all types of non-governmental organizations, including state orders and subsidies, both on a competitive and non-competitive basis, by agencies financed by the State Budget and authorized to provide grants to legal entities and individuals, as well as municipalities, in accordance with their areas of activity, as well as the Youth Fund, the Small & Medium Business Development Agency, and the Agency for Social Services under the Ministry of Labor & Social Protection of the Population.

ABC.AZ informs that in this regard, Prime Minister Ali Asadov signed a new decision.

According to the decision, the Rule defines the mechanism for all donor organizations specified in the President's Decree of December 29, 2025 "On Improving the Activities of the State Support Agency for NGOs and Amending Certain Presidential Decrees and Orders in this Regard" to provide financing for NGOs, including government contracts and subsidies, both on the competitive and non-competitive basis, through a single-window approach in collaboration with the State Support Agency for NGOs of Azerbaijan (NGO Agency).

Coordination in the field of financing non-governmental organizations on the basis of the "one-stop shop" principle is carried out within the mechanism defined by this Rule through the "e-Government Information System" by means of the State Support for NGOs information system (the System), the owner and operator of which is the NGO Agency. State bodies in the field of financing non-governmental organizations on the basis of the "one-stop shop" principle carry out all document circulation through the System, including information exchange, requests, complaints, as well as signing of contracts, agreements and other documents using an advanced certified enhanced electronic signature.
