April 22, Fineko/abc.az. Shortcomings in the activities of the State Agency of Highways of Azerbaijan (AAYDA), in particular, have been identified in the field of planning and execution of cost estimates.

ABC.AZ informs that this is reflected in ACA bulletin "State Audit".

Thus, when managing financial assets, the requirements of the Tax Code, as well as accounting rules approved by the relevant decision of the Ministry of Finance, were not fully complied with. The correct grouping of expenses in the areas deductible from income (operating expenses) and non-deductible (capitalized expenses) was not ensured. This indicates that there are problems in maintaining financial accounting in accordance with international standards.

In addition, the Agency allocated 19.599 million manats from the Fund's finances for payments on bank loans, which was not provided for in the cost estimates for 2024 and in the relevant rules. According to the audit, this approach created limitations in covering expenses related to the maintenance and repair of highways and related engineering structures, and at the same time led to inconsistencies in the reporting of the state budget on debt obligations.

It was noted that, in general, the incomplete implementation of the necessary measures in the direction of planning and executing funds in this area indicates the need to improve financial management.
