AYNA chair: Carriers do not receive income from public transport

September 22, Fineko/abc.az. Of the 27 bus carriers that carry out regular passenger transportation by bus through the administrative territory of Baku, only 5 own 58% of the total bus fleet.

ABC.AZ informs that Anar Rzayev, chairman of board at the Azerbaijan Land Transport Agency (AYNA), made the relevant statement.

"The average age of the buses they operate is currently 7 years old. And the average age of buses operated by other carriers is 12 years.

Regular passenger transportation, both in Baku and across the country, is based on a simple business model in the form of passenger toll collection. In this case, carriers aim to transport more passengers with minimal resources, which, in turn, creates a number of problems related to meeting traffic schedules and using bus capacity. This circumstance greatly reduces the quality and reliability of transportation," he said.

Rzayev stressed that, given that passenger fare is a regulated tariff, it is obvious that this simple business model is not profitable: "Thus, the fare charged by both small and large bus carriers for passenger transportation services does not allow them to cover the operating costs of buses, neither renew the fleet of old and out-of-order buses."
