According to the functional classification for 2024, economic activity costs make up 98% or 9.7 billion manats, healthcare costs - 97.9% or 1.827 billion manats, education costs - 96.5% or 4.39 billion manats, environmental protection costs - 96% or 361.9 million manats, housing and communal services services - 95.9 % or 319.5 million manats, expenditures on defense and national security 94.9% or 6563.6 million manats, expenditures on social protection and social security - 94.7% or 4.15 billion manats, expenditures on the judiciary, law enforcement and prosecutorial units - 92.8% or 2.809 billion manats, expenditures on agriculture - 91.6% or 1.1 billion manats, expenses on public services - 90.9% or 4.115 billion manats, expenses on services not relating to the main divisions - 90.5% or 1.88 bn manats, while expenditures on culture, art, information, physical education, youth policy and other activities of this kind left 86.4% or 497.1 million manats.

ABC.AZ reports, with reference to the Ministry of Finance, that in 2024, 99.4% or 4.828 billion manats of 4.855 billion manats envisaged the State Budget for the reconstruction and restoration of territories liberated from occupation, with financing of expenditure orders submitted by customer organizations to the state treasury bodies for relevant projects, or 4.828 billion manats, were allocated by customer organizations, 98.5%, or 2.77 billion manats, was used by the state from the funds provided in the budget for state capital investments.
