Economist explains reason for introduction of limits on bank cards

September 25, Fineko/abc.az. Since September 25, a number of banks in Azerbaijan have banned customers from issuing more than one card for one product.

In this regard, the relevant instructions were sent to the banks. Some banks have already introduced restrictions, while others will stop issuing additional cards from October 1.

For example, if a citizen already has one valid debit card in a certain currency, he will not be able to order a second card in the same currency. Exceptions are payment cards intended for receiving salaries, pensions and other social benefits, as well as cards linked to business or deposit accounts.

At that, customers will be able to receive additional payment cards for one product if they provide an exhaustive justification in accordance with the law.

What was the reason for making such a decision?

ABC.AZ addressed to expert economist Ruslan Atakishiev for a comment.

He noted that recently, in some cases, bank cards have been used by the population for other purposes.

"In particular, cash can be credited to the cards, after which various operations are carried out through them. One of the main reasons for the introduction of such measures at the present time is security. More precisely, we are talking about preventing the trafficking of criminally obtained funds.

There may be various schemes in which the origin of funds is unclear: money is transferred from one card to another, then the card is used as an intermediary for further transfers. As a result, there may be cases of deception of citizens, as well as theft of their funds.

In fact, speech is about security measures to prevent the theft of citizens' funds, as well as legalization of money obtained through corruption or other criminal means. Therefore, in my opinion, this decision is aimed at preventing such negative phenomena," Atakishiyev said.

The Association of Banks of Azerbaijan explained the main purpose of this approach – it is not to limit the needs of users of payment services, but to form a secure, sustainable and healthy payment ecosystem and more effective risk management.
