70% of state-governed real estate in Azerbaijan not leased

November 4, Fineko/abc.az. As of July 1, 2025, the State Service for Property Issues under the Ministry of Economy had 10,005 buildings and parts of buildings for non-residential purposes with total area of 4.383 million sq m.

ABC.AZ informs, referring to Accounts Chamber’s conclusion on the Draft Law on State Budget 2026, that of those buildings, only 2,962 (29.6%) ones with total area of 465,100 sq m (10.6%) were leased, respectively, the rent was charged for these areas.

In other words, nearly 70% of state-owned real estate in Azerbaijan is not leased.

The Chamber stated that despite the increase in revenues from the leasing of state property in Azerbaijan, there are still untapped opportunities in this area. Revenues from the rental of state property in 2026 are projected at 40 million manats. This figure exceeds the 2024 performance result by 2.4 million manats or 6.4% and the forecast for the current year by 6 million manats or 17.6%.

In the first 8 months of this year, revenues from this source amounted to 30.3 million manats, exceeding the forecast for the same period by 7.1 million manats, or 30.6%. The main reason for the excess execution was additional funds in the amount of 7 million manats or 38.2% of the lease of land for privatized state-owned enterprises and facilities, as well as 200,000 manats or 4.3% of the lease of real estate in enterprises and organizations operating on commercial principles.
