October 17, Fineko/abc.az. Azerbaijan's external public debt amounted to $4.9 bn as of October 1, 2025, ABC.AZ reports, quoting Azer Mursagulov, the director of the Agency for Public Debt & Financial Obligations Management under the Ministry of Finance.

He added that one of the goals of the National Debt Management Strategy for the Medium and Long Term, approved by order of President Ilham Aliyev in 2018, is to develop the domestic securities market by regularly reducing external debt in the medium term, instead of developing the domestic securities market by giving greater preference to domestic debt.

"Quite favorable results have been achieved in this direction. If in 2018 the external public debt amounted to $8.9 bn, then on October 1 of this year this figure is $4.9 bn. That is, during the reporting period, we reduced the external public debt by $4 bn. This debt contains bonds traded on international financial markets. These bonds account for about 28% of the external government debt. In addition, there are loans attracted through cooperation with international financial and credit organizations," Ministry’s rep said.
