September 20, Fineko/abc.az. The Ministry of Digital Development and Transport must begin implementing a distance-based motor transport service from January 1, 2026, and complete this process by January 1, 2028.
According to ABC.AZ, under the Decree of President Ilham Aliyev, this measure envisions compensating the expenses of carriers providing regular passenger transportation services by motor vehicles along routes determined by the Azerbaijan Land Transport Agency (hereinafter – the Agency), which operates under the Ministry. The decision takes into account the need for and accessibility of regular passenger transport in the administrative territories of Baku, Sumgayit, Ganja, Nakhchivan, Khankendi, and the districts of Absheron, Aghdam, Shusha, and Lachin, as well as passenger flow intensity and the sustainability of transport services.
Under the Decree, if a negative difference arises between the cost of the motor transport service calculated by carriers under the motor transport service contract concluded with the Agency and the amount of funds collected from passengers according to the approved fare, carriers will be paid subsidies from the Fund equal to that difference. The Agency must also, within one month, approve the requirements for motor vehicles to be used on regular routes and inform the head of state, as well as take the necessary measures to implement other provisions of the Decree.
