July 8, Fineko/abc.az. Azerbaijan has reviewed procedures relating to development, examination, adoption, amendment of technical regulations and recognition of international technical regulations.
ABC.AZ reports that this is reflected in the Rules for the development, examination, adoption of technical regulations, and amendments to them, approved today by President Ilham Aliyev.
According to the document, technical regulations establish mandatory requirements only in order to ensure the safety of goods, related processes and production methods. Technical regulations, with the exception of the design and appearance of goods, may include mandatory requirements for production rules, terminology, symbols, packaging, labeling, use, storage, transportation, sale, destruction and disposal.
The preparation of draft technical regulations is organized by the State Agency for Antimonopoly Control and Consumer Market Supervision under the President. Projects are developed either on the initiative of the Agency or on the basis of proposals from relevant government agencies, legal entities and individuals.
The maximum project preparation period is set at 4 months. After preliminary consideration, the prepared draft is coordinated with the relevant government agencies, submitted for public discussion, and then public opinions are collected. After analyzing the feedback, the final draft is submitted for examination.
The examination period is 30 working days. If a discrepancy is found in the project, it is returned for correction. The draft, approved and reviewed, is submitted to the Cabinet of Ministers. The adoption of technical regulations is carried out by the Cabinet of Ministers.
