October 29, Fineko/abcnews. The Ministry of Finance of Azerbaijan has released functional classification breakdown figures for state budget expenditures during the first nine months of 2026 (January–September).

According to official figures, defense and national security formed the largest expenditure item at AZN 5 billion 246.8 million.

Expenditures across other main functional sectors were executed as follows:

• Economic activity: AZN 4 billion 203.1 million;
• Social protection and social security: AZN 3 billion 529.6 million;
• General public services: AZN 3 billion 436.7 million;
• Education: AZN 3 billion 121.7 million;
• Judiciary, law enforcement, and prosecution: AZN 2 billion 197.5 million;
• Services not allocated to main divisions: AZN 1 billion 179.1 million;
• Healthcare: AZN 953.8 million;
• Agriculture: AZN 750.9 million;
• Culture, art, information, physical culture, and youth policy: AZN 340.8 million;
• Environmental protection: AZN 221.5 million;
• Housing and communal services: AZN 166.7 million.
