Changes made to rules of compulsory car insurance

April 21, Fineko/abc.az. The CBA has amended the rules for calculating the insurance premium for compulsory civil liability insurance of vehicle owners.

ABC.AZ informs that the relevant decision was made by the CBA Board on April 1, 2026.

According to the decision, the previously used system Bonus-Malus is being replaced by the "insurance history coefficient" mechanism. Under the new approach, the amount of the insurance premium will be determined based on the insured's previous insurance history and the number of insured events.

In accordance with the changes, the insurance history coefficient is set in the range from 0.60 to 3. It will be formed separately for each person and may vary depending on the vehicle.

According to the new rules, when concluding an insurance contract for individuals, the indicator of the person with the highest coefficient of insurance history among vehicle owners will be taken as the basis. In addition, the calculation will take into account the persons who owned the vehicle during the last month.

The decision also states that for legal entities (with the exception of taxi operations), the insurance history coefficient is set at level 1, and no surcharges or discounts are applied to it.

According to the document, a 5% discount will be applied each time for people with an accident-free insurance history. In the case of a culpable insurance event, the insurance history coefficient increases by 30% for each such event.

At the same time, the coefficients applied depending on the number of vehicle owners have been updated: if the number of owners is 4 or less, the coefficient is 1, if 5 or more - it is 1.15.

According to the decision, Bonus-Malus indicators, formed according to the previous system, will be integrated into the new mechanism and used as an insurance history coefficient during the transition period.

The changes will take effect 2 months after the publication of the decision.
