April 13, Fineko/abc.az. In 2025, the Accounts Chamber exposed discrepancies in Azerbaijan in the amount of 299.1 million manats for the execution of the State Budget and its draft, ABC.AZ informs, referring to Accounts Chamber’s Activity Report 2025.
The document is being discussed today at a meeting of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship.
According to the report, mainly according to the conclusion on the execution of the State Budget 2024, among the declared discrepancies, the difference in the double accounting of State Budget revenues amounted to 6.8 million manats. The revenues in the functional classification totaled 290 million manats, while the unaccounted-for revenues - 2.4 million manats.
In addition, the amounts of state duties withheld under the repealed legal acts are indicated at 5.3 million manats, and unallocated expenses that were not used for their intended purpose or directed to inappropriate purposes amounted to 45 million manats.
According to the conclusion of the relevant Draft State Budget 2026, discrepancies in calculations were also expressed. Thus, the costs associated with them, which were not provided for in accordance with the IBT, amounted to 236.3 million manats. In addition, the amount of discrepancies affecting the project amounted to 160.4 million manats.
The total amount of discrepancies recorded in the consolidated budget expenditures according to the economic classification amounted to 299.1 million manats.
According to the report, a total of 136 recommendations were made on the budget process. Of them, 60 recommendations are based on the conclusion on the execution of the State Budget for 2024, 7 ones on the conclusion on the execution of the budget of the State Oil Fund for 2024, 38 ones are based on the Draft State Budget 2026, 11 ones on the draft budget of the Unemployment Insurance Fund for 2026, 12 ones on the draft budget of the State Social Protection Fund for 2026 and 8 ones on the draft budget of the State Oil Fund for 2026.
