A new draft law developed on leasing market in Azerbaijan

February 3, Fineko/abc.az. The Central Bank of Azerbaijan (CBA) has prepared a new draft law on the development of the leasing market in the country.

ABC.AZ informs, referring to the CBA, that Azerbaijan is taking institutional measures to develop the leasing market and increase financing opportunities.

As part of the Financial Sector Development Strategy 2024-2026 approved by the CBA Board of Directors, the main goal is to ensure the sustainable development of the banking sector by expanding affordable and responsible financial services.

In this direction, it is planned to increase the market opportunities of the banking sector, develop non-bank credit institutions and increase their role in financing the economy. At the same time, modernization of control and regulatory mechanisms in the financial sector is envisaged.

The Central Bank noted that among the strategic initiatives to expand the market, a special place is occupied by increasing financial capabilities for leasing operations (financial leasing). To this end, the Bill on Leasing (Financial Lease) has been drafted to form the legal and regulatory framework for leasing activities, which is currently being coordinated with the relevant government agencies.

Leasing products as a credit instrument must meet the requirements established by the Civil Code and CBA regulations. The ongoing reforms and the new legal framework will create conditions for reviving the leasing market, expanding financial accessibility and increasing investment opportunities in the real sector.
