Re-examination of residential quarter construction project in Zangilan carried out

January 14, Fineko/abc.az. The financial and managerial deficiencies revealed as a result of the compliance audit for the Service of Restoration, Construction & Management in Jabrayil, Gubadli and Zangilan districts have been completely eliminated.

ABC.AZ informs that according to Accounts Chamber’s report, the audit covered the results of 2024. During the audit, it was found that out of the State Budget finances allocated for targeted payments, the balance of 627,058.6 manats remaining at the end of the budget year was reduced from the funds actually allocated in accordance with the terms of the contracts concluded for 2024.

At the same time, in order to ensure the economical use of public funds, eliminate differences in the naming of works in the design, estimate and contract documentation, as well as to prevent additional costs in the future, the amount of savings for 104,608 manats was transferred from the contract price for the construction of a residential quarter in the city of Zangilan for 12 residential buildings. In this regard, the design and estimate documentation was re-sent for examination.

The contractual amounts overestimated by 146,942.8 manats for this facility were also reduced and re-submitted for examination, resulting from the inclusion of excessive and recurring expenses in the estimates and contract, as well as the indication of identical works at different prices.

During the audit, it was revealed that the construction projects of non-residential facilities, as well as individual residential buildings with 2, 3, 4 and 5 rooms in the village of Gorovlu, Jabrayil district, provided for volumes exceeding the planned ones. As a result, the contractual value was adjusted with a decrease of 996,046.5 manats.

In the field of remuneration, it was found that as a result of improper application of the allowances provided for specialists working in the territories liberated from occupation, workers employed in Agaly village of Zangilan region were overpaid in the amount of 137,258.7 manats, and the specified amount was refunded in accordance with the established procedure.

In addition, during inspections of vehicles on the balance sheet of the Service, excessively written-off fuel costs for 1,907.2 manats were revealed, and this amount was also refunded.

As part of the audit, it was also established that during the procurement process related to the construction and installation of three temporary residential towns, the requirements of the legislation were not met, and the cost of the same equipment was re-included in two lots, as a result of which the contractual value was overestimated by 522,270.36 manats. As a result of the measures taken, the specified amount was deducted from the contractual value.
