November 4, Fineko/abc.az. The analysis shows that there are some inconsistencies in the reporting of social expenditures, which leads to establishment of the constituent elements of social expenditures by relevant legal acts.
ABC.AZ reports, referring to Accounts Chamber’s conclusion on the Draft Law on State Budget for 2026, that State Budget social expenditures are projected to reach 17.145 bn manats next year.
It is assumed that the ratio of these expenditures to the State Budget expenditures will make up 41.1%. According to the explanation provided, the State Budget socially oriented expenditures for the next year include expenses related to the wage fund, the purchase of food, pensions and social benefits, medicines, bandages and materials, expenses for compulsory medical insurance, expenses for compulsory state personal insurance and other social support measures.
Changes to the accounting of funds provided for by government orders and subsidies next year also affected the amount of socially oriented expenses. Thus, the corresponding expenses are provided not according to the relevant paragraphs, but according to various sections of the economic classification, including the section "remuneration", which had an increasing impact on socially oriented expenses.
