In Azerbaijan, entrepreneurs still face difficulties in the process of issuing building and operating permits, ABC.AZ reports, quoting Orkhan Mammadov, the chairman of board of the Agency for the Development of Small and Medium-Sized Businesses (KOBIA) under the Ministry of Economy.
According to Mammadov, this year the Agency has received several appeals in connection with the construction sector.
"The vast majority of them are related to the issuance of appropriate permits. In addition, the statements concerned difficulties encountered in registering property rights, issues of transferring trees to construction sites, obtaining an act of "Mining allotment" for the production of building materials, as well as problems related to changing the purpose of land owned by entrepreneurs, he said.
Mammadov pointed out that changes in licensing procedures should be assessed in advance based on a serious analysis in terms of their impact on the activities of entrepreneurs, and a single electronic platform should be fully implemented for accepting and reviewing applications.
"At the same time, digital solutions, innovative approaches and pilot projects should be supported to reduce time and money losses in SMEs," he emphasized.
