ABC.AZ reports that this is reflected in the Baku City Master Plan for the period until 2040.

The Master Plan defines the parameters of land development for both general (for public purposes) and private land. For all built—up (residential) territories with an area of more than one hectare, up to 60% of the total area is allotted for private purposes, and the rest is used as public land. Public lands are intended to provide roads and public transport, public services, green spaces and open spaces.
