‘Energy passport’ to become mandatory for buildings from next year - New rules

September 8, Fineko/abc.az. Certification of buildings for energy efficiency begins on January 1, 2027. The new mechanism discussed at the Baku Climate Action Week will be fully transitioned into electronic format.

Certification will become mandatory for all residential and non-residential buildings under construction, reconstruction and major repairs. For existing buildings, this requirement will be applied only during major repairs or reconstruction (in other cases voluntarily).

The energy passport is included in the list of documents required for issuing a construction permit. Due to this, energy losses will be taken into account not after the completion of construction, but also at the design stage.

As for the composition of the document, this is not an ordinary technical data sheet — the document will reflect the carbon emissions of the building, the energy efficiency class, as well as the expected energy consumption for heating, cooling, ventilation and lighting.
