July 15, Fineko/abc.az. We didn’t apply any special mechanism concerning the payment of fines for violation of quarantine, ABC.AZ reports, citing Internal Affairs Ministry’s spokesman, police lieutenant Nurlan Aliyev. 

He added that the mechanism of fine payment for quarantine breaking is the same as when paying other fines.

"For example, when replacing a document, a citizen cannot perform the process if he has a debt. If a citizen has a debt to the state (as well as a fine for violating quarantine rules), then he receives the status of a "ban on leaving the country"," Aliyev said.
