April 25, Fineko/abc.az. "I’m in favor of lifting the fines imposed on citizens during quarantine. From 1 May, the obligation to wear medical masks is canceled. The Cabinet Ministers should consider this issue, the social welfare of the population should be taken into account, and fines in connection with masks should be lifted."
ABC.AZ reports that lawyer Logman Abdullayev stated about this on one of the local TV channels.
"If the ban is lifted, then there is a constitutional norm in relation to persons who have been fined so far. The mitigating part of the law is retroactive. This means that all fines issued are written off, and payers get their money back. But if non-payers are forgiven, then there can be no question of returning the fines paid. This practice exists. Fines issued in Georgia and Ukraine have been written off. Taking into account the financial situation of the population in Azerbaijan, our government can take such a step," Abdullayev believes.
