ABC.AZ reports that the footage was distributed in the local media.
Several citizens complained about Rasim Mammadov to law enforcement agencies. The arrest operation was carried out by the Sumgait police.
Rasim Mammadov's name was previously called in connection with a scandal involving his sister, the school principal.
