November 6, Fineko/abc.az. A new mechanism will be introduced in the public finance management system, providing for the abolition of target budget funds within the budget package.

Asif Gasimov, Deputy Chief of Staff of the Ministry of Finance, said at a meeting of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship, that the analysis of existing practice has shown that the parallel management of funds from individual funds and the state budget creates difficulties in fiscal planning, resource allocation, budget execution, reporting and financial control.

In particular, the management of individual funds financing infrastructure and investment projects outside the general budget limits the implementation of the principles of unity and completeness of public finances, complicates the systematic allocation of resources by priorities and weakens control over the use of funds.

The Deputy Chief of Staff recalled that the relevant presidential decree, signed two months ago, instructed to abolish these funds.

The adoption of the draft law will make it possible to improve the mechanisms for managing funds from targeted budget funds and introduce a more effective management model, taking into account their economic nature and functional purpose.

In addition, control over the targeted use of funds will be strengthened, the quality of fiscal planning will be improved by concentrating financial flows in the budget, and the functions of budgetary and extra-budgetary funds will be more clearly delineated.
