List of government institutions with the largest external debt

February 4, Fineko/abc.az. The Ministry of Finance, the State Agency of Highways of Azerbaijan, Azerbaijan Railways CJSC, the State Agency of Water Resources of Azerbaijan, the State Agency of Water Resources of Nakhchivan and the Ministry of Agriculture are the state institutions with the largest external debt.

ABC.AZ informs that this is indicated in the Annual Statistical Bulletin on public and state-guaranteed debt for 2025. As of January 1, 2026, 42.7% of the external government debt portfolio belongs to the Ministry of Finance and 57.3% belongs to liabilities attracted by other executive bodies within the framework of programs and projects.

As of January 1, 2026, the external debt of the Ministry of Finance amounted to 3.494 billion manats, the State Agency of Highways - 1.433 million manats, Azerbaijan Railways CJSC - 1.294 billion manats, the State Agency of Water Resources of Azerbaijan - 1.03 billion manats.
