Azerbaijan to merge two ministries

September 9, Fineko/abc.az. Azerbaijan is preparing for a new wave of institutional reforms.

According to ABC.AZ , that in the coming months, two ministries are expected to be merged, and several state committees will be abolished. The goal is to reduce government spending and make governance more flexible and functional. Vugar Bayramov, a member of the parliamentary committee on economic policy, industry, and entrepreneurship, stated that institutional reforms have always been a priority in Azerbaijan’s governance model:

“In previous periods, we observed the merging of certain institutions, as well as the creation of new ones. Decisions in this direction are made in accordance with the philosophy of reforms and in response to local and global challenges. Overall, the continuity of institutional reforms to enhance management flexibility, as well as broader use of electronic services, are among the main objectives. Formalizing the economy, deepening reforms, and institutional governance also require a fresh perspective. In this context, economic reforms continue, and we will see their implementation in the future.”

The process of optimizing state structures in Azerbaijan is not new. In 2019, for example, the Ministry of Taxes and the State Committee on Property Issues were abolished and merged into the Ministry of Economy.

Experts believe that this time similar mechanisms may be applied, combining institutions with overlapping functions as a primary means of increasing efficiency and reducing budget expenditures.

New structural decisions are expected to be announced in the coming months.
