Russian Duma Approves Tax Amendments to Boost Domestic Fuel Supplies Amid Gasoline Deficit

June 24, Fineko/abc.az. The lower house of the Russian parliament (Duma) has passed tax amendments aimed at scaling up domestic gasoline supplies to counteract fuel shortages logged in several regions following drone strikes on oil refineries.

According to ABC.AZ, the new framework permits blending low-quality fuel components with straight-run gasoline to manufacture high-octane fuels. Companies holding crude oil processing certificates will be eligible for excise tax deductions on fuel produced through this blending methodology. The Russian Ministry of Finance noted that the measures seek to stabilize the internal market by boosting both domestic refining output and import volumes.

Concurrently, the "damper" subsidy mechanism for imported fuel was adjusted: gasoline imported from EAEU nations will face a damper coefficient of 0,9, while supports for non-EAEU imports will be calculated based on benchmark prices in the Indian market and shipping costs. Notably, to protect domestic supply architectures, Russia has already banned gasoline and jet fuel exports and is considering a suspension of diesel fuel outflows.
