January 15, Fineko/abc.az. On December 30, 2025, in accordance with the Decree of President Ilham Aliyev “On additional measures to improve the activities of the Ministry of Finance”, an Agency for Monitoring of State Enterprises was established under the Ministry of Finance.

We present what functions the created Agency will perform, how it will affect the financial management of state-owned enterprises and what is the essence of the control mechanisms.

ABC.AZ reports that the Agency for Monitoring of State Enterprises has been formed as a new organization that will carry out systematic control over the financial activities of state-owned enterprises. The Agency is directly part of the structure of the Ministry of Finance and its main function is the constant monitoring of budget discipline, financial condition and fiscal risks of state-owned enterprises.

The creation of this institution actually serves to centralize the control and analysis mechanisms that have been carried out fragmentally for many years.

One of Agency’s main activities is monitoring the execution of projects for annual and medium-term budgets of state-owned enterprises, as well as estimates of income and expenses. This means that quarterly, not only the planned financial indicators of government agencies will be analyzed, but also the level of implementation of these indicators.

Thus, budget documents will go beyond the formal approval stage and will be evaluated based on the actual results of execution.
