A range of financial violations identified during the compliance audit conducted in 2024 in the Supreme Mejlis and subordinate institutions of the Nakhchivan Autonomous Republic in connection with the use of public funds and other state property have not yet been eliminated.
ABC.AZ informs with reference to Accounts Chamber’s report that according to the audit results, the employee of the Supreme Mejlis office, who was dismissed from office, has not yet been provided with the restoration of the already accrued salary in the amount of 2,710.65 manats for non-working days, as well as insurance premiums in the amount of 664.10 manats, paid at the expense of the insurer. At the same time, no compensation was provided for the 14,068 manats accrued to drivers of cars that were assigned a qualification class without complying with legal requirements, as well as a refund of the overpaid insurance premium in the amount of 3,446.66 manats.
It is noted that the refund of these funds should be provided in accordance with the results of the procedures for awarding a qualification class to drivers working in institutions and organizations funded from the budget.
The report also indicates that the funds in the amount of 2,871 manats, paid in excess of the value of the final contract concluded with the contractor, have not been restored. However, the elimination of distortions caused by incorrect accounting of the value of finances and assets has also not been carried out by appropriate accounting transactions to this day.
In addition, the audit revealed serious deficiencies in 31 million 501,000 489.24 manats held in the bank account of the Nakhchivan Development and Defense Fund. Thus, the proper restoration of part of the income generated from funds not related to the source of income of the fund, related to other funds, and the transfer of the remaining amount to the budget of the Autonomous Republic from 2024 to the present has also not been completed.
The enforcement of decisions in all listed cases currently remains under observation.
