Azerbaijan's budget to receive 149.1 million manats from fines this year

January 5, Fineko/abc.az. This year, the State Budget is expected to receive 149.1 million manats from fines imposed in Azerbaijan for fees and administrative offenses.

ABC.AZ informs that according to the Ministry of Finance, the indicator is 12% less than last year.

However, according to the amendments to the Code of Administrative Offences, starting in 2026, some fines have been increased or new fines have been imposed.

For example, individuals will be fined 300 manats (the previous fine was 50 manats), and legal entities will be fined 1,000 manats (previously, 100 manats) for violating the rules for submitting tax reports and reports on the collection of state duties.

A new fine has been imposed for providing unfair and (or) distorted data and documents for determining a person's residence in order to fulfill international agreements supported by the Republic of Azerbaijan providing for the exchange of financial information. In this case, individuals will be fined 300 manats, while legal entities will be fined 1,000 manats.

Persons driving a moped without a helmet or without a motorcycle helmet will be fined 40 manats.

Fines have also been imposed for non-fulfillment of obligations to certify buildings for energy efficiency. In this case, individuals will be fined from 200 to 400 manats, officials from 1,000 to 1,500 manats, and legal entities from 2,500 to 3,000 manats. Certification is now mandatory for newly built, reconstructed, and overhauled residential and non-residential buildings and does not apply to buildings in operation.

In addition, new fines have been imposed for repeated commission by a person who has received an administrative reprimand for setting fire to crops, administrative arrest, and fines have been increased for violating requirements for the protection of cultural property.
