Sahil Babayev: Oil Fund’s transfers to State Budget reduced by 1.7 bn manats

In 2026, State Budget revenues are projected at the level of 38.6 bn manats. 22.2 bn manats or 57.4% of revenues will be generated from revenues from the non-oil sector (2.1 bn manats or 10.6% more than in the current year). At that, the portion of current expenses covered by non-oil revenues is projected at 88%.

Finance Minister Sahil Babayev said this during the discussion of the Draft Law on State Budget 2026 at today’s plenary session of the Parliament.

The minister noted that non-oil revenues will include 13.3 bn manats from tax authorities, 6.9 bn manats from customs authorities, 1 bn manats due to paid services rendered budget organizations, 531 million manats of other receipts, and 450 million manats of dividends.

Revenues from the oil & gas sector are projected at 16.4 billion manats, or 42.6% of budget revenues. Of them, 3.6 bn manats account for the consortia and SOCAR, and 12.8 bn manats for State Oil Fund’s transfer to the State Budget.

Babayev stressed that due to growth of non-oil revenues in 2026, SOFAZ’s transfers to the State Budget will decrease by 1.7 bn manats.

"This factor is fully consistent with our strategy of preserving the reserves of the State Oil Fund. Thus, compared to the current year, revenue from tax authorities will increase by 9.1%, revenue from customs duties and import tax - by 4%, revenue from paid services - by 16%, and other revenue - by 9.6%," the minister added.
