By end of 2025, costs of First State Program on Great Return to reach 22 bn manats

November 19, Fineko/abc.az. Next year, funds in the amount of 8.4% of budget expenditures, or 3.5 billion manats, will be allocated for the restoration of territories liberated from occupation.

ABC.AZ informs that Finance Minister Sahil Babayev made this statement during the discussion of the Draft Law on State Budget 2026 at the MIlli Majlis plenary session on November 19.

The minister noted that since the end of 2020, the State Budget resources have been mobilized annually for reconstruction and construction. At the beginning of this year, 17.6 bn manats were spent. These costs are expected to reach 22 bn manats by the end of this year. Draft Budget 2026 and the cost structure for the next 3 years also provide, first of all, for the creation of financial support in this area.

"As an expenditure priority of State Budget 2026, the First State Program of Great Return is in the first place. This is the highest task set for us by the president, and as budget opportunities increase, we must, first of all, accelerate construction in the liberated territories and ensure the return of people to their homeland faster," Babayev added.
