July 24, Fineko/abc.az. The Azerbaijani government has facilitated the sale of housing on credit in the territories liberated from occupation.
ABC.AZ reports that this is stipulated by the Decree of President Ilham Aliyev on amendments to the "Procedure for granting mortgage loans, including preferential mortgage loans, at the expense of the Azerbaijan Mortgage & Credit Guarantee Fund".
Under the Decree, giving of mortgage loans has been simplified at the expense of the AMCGF in two areas.
The first change is that the amount of the initial payment paid by the client when applying for a mortgage loan has been reduced. So, if until now, when applying for a regular mortgage, the initial payment should have been at least 15%, now this amount has been reduced to 10%. That is, when buying houses built in Karabakh on a mortgage, the initial payment may make up 10%.
This innovation allows purchase of housing in Karabakh for a lower fee.
The second innovation is to mitigate the requirements for the salary and income of a client who has taken out a mortgage loan. According to the rules, until now, the monthly mortgage payment should not have exceeded 70% of the client's total income. Now, according to the changes, the monthly payment of a client when buying an apartment in Karabakh on a mortgage loan can be up to 75% of his monthly income.
