Accounts Chamber reveals serious shortcomings at Health Ministry

November 14, Fineko/abc.az. The Accounts Chamber conducted an audit of the financial and economic activities of the Innovation & Supply Center of the Ministry of Health in 2020-2021.

ABC.AZ reports with reference to the Chamber that the measure of third-party state financial control covered a total of AZN 228.1 million.

Of this amount, AZN 202.5 million were allocated for the purchase of medicines, medical supplies and materials, and AZN 18.7 million were allocated for the purchase of medical equipment. Medicines, medical supplies and equipment (medical demand) in the amount of AZN 17.6 million were provided free of charge by international organizations and manufacturers.

As a result of the audit, it turned out that medical requirements and related forecasts of demand for budgetary funds were not reasonably developed, and in some cases more medicines are purchased than the annual demand, the actual demand is not determined and is not taken into account when distributing, and the amount of funds received per patient by hospitals within the programs is markedly different.

It was established that in 100 cases purchased by the center in 2018-2021, medical equipment, inventory and stocks for AZN 3.3 million, as well as hemodialysis equipment for AZN 622,900, medical supplies and medicines for AZN 215,000, transferred in 2018 in humanitarian order, were stored in a warehouse until expiration date.

Also, in violation of the requirements of legal acts, instructions for the use of a medicinal product for AZN 1.2 million were not translated into Azerbaijani.

Lower prices in some cases were not applied to drugs with the same molecular composition, but with different prices, as a result of which more funds were used in these cases.

In addition, during the year, funds were allocated from centralized expenditures for the purchase of medicines to support programs and activities, which created risks in providing medical and preventive institutions.
