June 12, Fineko/abc.az. In 2025, against the background of a significant increase of other subsidies to legal entities, subsidies to state-owned enterprises decreased in Azerbaijan, and the analysis showed that this decrease was mainly due to distortions in the accounting of subsidies.
ABC.AZ reports, referring to Accounts Chamber’s conclusion on the Bill on Execution of State Budget 2025 that last year 1.167 billion manats were fulfilled in the State Budget for subsidies, which is 3% of State Budget expenditures (2.8% in 2024). In 2025, subsidies were fulfilled by 12.7% less than the approved amount, 6.5% less than the adjusted forecast, and 10.7% more than in 2024.
Although the total amount of subsidies increased compared to 2024, subsidies to state-owned enterprises decreased, while other subsidies to legal entities had the main impact on the increase in subsidies. Thus, during the reporting year, subsidies to state-owned enterprises decreased by 55.6 million manats (11.4%), while other subsidies to non-state enterprises and legal entities increased by 4.6 million manats (5.2%) and 163.8 million manats (34.2%), respectively.
