August 4, Fineko/abc.az. The budget rules have changed in Azerbaijan.

ABC.AZ reports that this is reflected in the amendment approved by President Ilham Aliyev to the Law on the Budget System.
According to the law, it has been prepared in order to improve budget legislation, given Accounts Chamber’s conclusions on draft laws relating to execution of the State Budget.

Accounts Chamber’s conclusions say that according to the Rule for withholding and using a certain part of funds already received by the end of the budget year from revenues allocated to the State Budget through tax authorities in cities and districts, approved by presidential decree from June 3, 2019. The use of the remaining part of the funds during the year directly for extra-budgetary income does not comply with the directions established in budget legislation for the use of the free balance of the single treasury account and leads to uncertainty in the execution process, in particular, in accounting and reporting. 

The accounting of finances allocated from the target budget and reserve funds envisaged in the State Budget, as well as from other reserves of the State Budget during the budget year, is carried out in accordance with the functional, economic and administrative classification according to which these funds and reserves are provided, that is, these funds are not reflected in the budgets of the organizations to which they are allocated.. This, in turn, creates difficulties in obtaining information about the total amount of finances allocated to these organizations from various sources of the State Budget.
The head of state signed a decree on the implementation of the relevant law.
