Shortcomings revealed at Nakhchivan International Airport

May 16, Fineko/abc.az. A number of shortcomings were revealed during inspections at Nakhchivan International Airport and Aeroport Taksi LLC subordinate to it from February 15 to March 18, 2023.

ABC.AZ reports that the Accounts Chamber came to this conclusion after inspections at the airport.

Thus, in violation of the Presidential Decree #629 from 6 September 1997, 50% of 59,615 manats, that is, 29,807 manats, were not transferred to the State Budget for the period of leasing state property. Aeroport Taksi LLC also violated the requirements of the decree and did not transfer 50% of the rent amounting to 36,400 manats, that is, 18,200 manats, to the State Budget during the leasing of state property.

Chamber's report also states that the tax payable to the State Budget by Nakhchivan International Airport was paid to another institution.

This became known after inspections conducted by the Accounts Chamber at the airport. Thus, VAT of 116,300 manats, payable to the budget for imported goods purchased by the airport in 2021-2022, was transferred not to the State Budget, but to the NAR Development & Defense Fund.

At that, during the period covered by the audit, when participating in the procurement of contractors and suppliers, the airport did not comply with the principles of protecting the right to free competition, economical use of public funds, transparency of spending public funds. The airport concluded direct contracts without using the public procurement method in 2021 with 92 legal entities and individuals, and in 2022 with 91 legal entities and individuals, which accounted for 36% of airport's expenses.
