CBA: Consolidation of banks is a commercial decision of shareholders

11:48 - 21.09.2026

September 21, Fineko/abc.az. The Central Bank of Azerbaijan has stated that it does not force commercial banks to consolidate, and decisions on consolidation are made by shareholders within the business strategy and commercial interests.

The CBA noted that the role of the regulator is to evaluate such initiatives for compliance with legislation and prudential requirements.

Since consolidation involves commercial negotiations and working with confidential information, information about such processes is disclosed only after they reach the stage that requires official approval from the CBA.

Financial Sector Development Strategy 2024-2026 approved by the Central Bank does not provide for measures or initiatives to forcibly consolidate banks.

At that, voluntary bank merger proposals aimed at strengthening the financial stability of the sector are reviewed and supported within the legislation.
