Minister: Previous years’ receivables for 1.797 bn manats closed in 2025

June 30, Fineko/abc.az. The issue of receivables in Azerbaijan requires a conceptual and comprehensive approach.

ABC.AZ reports that Finance Minister Sahil Babayev said this at the Milli Majlis plenary session during the discussion of the Bill on Execution of State Budget 2025.

He noted that in 2025, as part of major infrastructure projects, advance payments were made under newly concluded contracts in accordance with the requirements of the legislation.

"At the same time, over the past year, receivables from previous years amounting to 1.797 million manats were repaid. An analysis of organizations' advance balances was conducted, and the Cabinet Ministers was instructed to address 120 organizations," Babayev said.

The minister also noted that in 2025, the main part of the unused investment expenditures, amounting to 334 million manats, was made up of loans for projects implemented jointly with foreign creditors.

According to Bababyev, when forecasting, such projects are based on an optimistic scenario, as preparatory measures, negotiations with foreign creditors, and the signing of individual loan agreements require time. At the same time, the funds are allocated as they are actually raised.

In addition, the minister said that in the reporting year, the Cabinet Ministers approved the Rules for monitoring and evaluating the implementation of investment projects included in the State Investment Program.

"The Rules provide for monitoring compliance with implementation schedules of investment projects and ensuring their full and timely completion," Babayev added.
