October 10, Fineko/abc.az. Black smoke from cars is associated with fuel quality.

ABC.AZ reports that this opinion was expressed by Rasim Sattarzade, Adviser to the Minister of Ecology & Natural Resources, at a meeting of the Parliamentary Committee on Natural Resources, Energy & Ecology.

He noted that environmental legislation in Azerbaijan is not 100% enforced:

"We can see it all around. As part of measures to monitor the implementation of laws, I can say that this will require a huge amount of money and time. If we talk, for example, about wastewater of the Caspian Sea, then 60% of wastewater generated in the city is sent to treatment facilities. The rest does not go through the regulatory process and is discharged into the environment or the sea."
