CBA clarifies introduction of limits on card-to-card transfers

15:24 - 15.10.2026

October 15, Fineko/abc.az. Daily receipt of transfers in the amount of 20,000 manats or more from different bank cards may arouse suspicion and require additional verification, Central Bank’s director general Shahin Mahmudzade said at a press conference dedicated to the regulator's Financial Stability Report for the 1st half of 2026.

"I am a client of the bank myself, and I believe that for the vast majority of people, receiving 20,000 manats or more from different cards every day is not a common practice. If such operations are performed, it is necessary to find out their reasons. This is important to identify risks such as tax evasion or gambling-related activities," he said.

According to the CBA representative, a similar approach is applied to sending money transfers. If the established limit is exceeded upon receipt of funds, the client can contact the bank and explain the essence of the transaction. After verification, the bank has the right to allow the transfer if it determines that it is not related to gambling or other suspicious activity.

Mahmudzade stressed that the main purpose of the restrictions is not to unreasonably restrain operations, but to identify possible risks.

"When any regulatory measures are introduced, the established limits may not correspond to the interests of individuals. However, it is necessary to assess the overall situation, analyze the risks and take into account the results obtained. We need to determine how useful the limits set by banks are for society, and what risks can be prevented by these measures," he emphasized.
