October 15, Fineko/abc.az. Azerbaijan plans to create mechanisms to protect property transferred by citizens as collateral to pawnshops, CBA Director General Shahin Mahmudzade said at a press conference devoted to regulator's Financial Stability Report for the 1st half of 2026.
He pointed out that the relevant provisions are envisaged in the Draft Law on Pawnshops, which is planned to be adopted.
"Requirements for the regulation of pawnshops, the storage of collateral and customer relations are currently being developed. The main goal is to prevent the violation of clients' rights, ensure the safety of the property pledged by them, and regulate activities in this area.
It is planned to publish the draft law in the near future and submit it for public discussion. After its adoption, existing pawnshops will be given a certain period of time to bring their activities in line with the requirements of the law. Pawnshops that fulfill the established requirements will be able to obtain a license and continue operating," Mahmudzade said.
