MP: Budget revenues increasingly generated by non-oil sector

June 19, Fineko/abc.az. The execution of State Budget 2025 confirms that fiscal diversification trends have intensified over the past year.

ABC.AZ informs that MP Vugar Bayramov, a member of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship, made the above-said statement at today's meeting of the parliament extraordinary session during the 2nd reading of the Bill on Execution of State Budget 2025.

According to Bayramov, last year the share of the non-oil sector in the State Budget amounted to 20.356 billion manats, or 52%: "As you can see, the non-oil/gas sector has taken a significant share in our budget revenues. In this context, one of the important points is the growing share of the non-oil sector in our fiscal revenues. In 2025, 16.335 billion manats were transferred to the State Budget by tax authorities, and 73.4%, or more than 12 billion manats, of them accounted for the non-oil/gas sector."

In addition, according to the MP, in 2025, the customs authorities transferred 6.369 billion manats to the State Budget: "If we take into account the experience of developed countries, the function of customs authorities is to strengthen economic security rather than to achieve fiscal goals. In this context, taking into account the ongoing qualitative changes in the economic ecosystem of Azerbaijan, the decrease in fiscal revenues through customs should be economically explicable. On the other hand, expansion of state support for entrepreneurs in the form of benefits also has direct impact on incomes in this area."
