September 21, Fineko/abc.az. The European Union has initiated the phased implementation of a comprehensive customs reform aimed at digitizing procedures, reducing administrative burdens, and harmonizing rules across member states. Central to the reform is the establishment of the EU Customs Authority based in Lille, France, alongside a unified EU Customs Data Hub designed to replace fragmented national IT systems.

The centralized data platform will become mandatory for e-commerce entities on July 1, 2028, and open to all other businesses by 2031. Under the updated framework, the duty-free exemption for low-value e-commerce parcels under €150  is abolished in favor of a temporary €3  customs duty alongside an additional processing fee starting November.

Member states have been granted a 12-month transition period to integrate the new regulations.
